Vigilance Department in HAL was set up in 1969 pursuant of formation of Central Vigilance Commission (CVC)based on the model recommended by CBI.

Shri M. S. Velpari was appointed as Director (Operations) of the Company with effect from August 1, 2019. He holds a bachelor’s degree in Mechanical Engineering from College of Engineering, Guindy, Chennai and did Masters from IIT Madras in Aircraft Production Engineering.
He joined HAL in 1984 and belongs to 20th batch Management Trainee, and has about 35 years of experience in the areas of Manufacturing, Assembly, Design, Product support, customer support, Indigenisation and other Management functions,in various types of fixed wing and rotary wing platforms. He worked in various divisions like Aircraft Division of Bangalore &Nashik, Foundry &Forge division in Bangalore. His latest assignmentwas as Chief of Project, LCA-Tejas Programme at Bangalore, before assuming charge as Director (Operations) of HAL.
During his tenure at LCA Tejas division, the division saw a sustained growth in production from initial 2 Aircraftper annum in 2015-16 to 8 Aircraft per annum in 2018-19. He had taken path breaking steps withthe strategic outsourcing ofstructural assemblies of Tejas, which is poised to grow further. In his earlier stint at F&F division, he has championed the task of Indigenisation which is todays “Make in India”. A phenomenal numberof 1850 types of Castings, Forgings Rolled Rings and Rubber Products were indigenised under his meticulous leadership.
He had bagged the prestigious National Award “Indigenisation of the year award” for his work in productionisingof Shape memory Ferrules for use in LCA.
