Shri Shishir Kumar Patra Graduated in Metallurgical Engineering from NIT Rourkela. He has also completed Leadership Development Programme from IIM, Ahmedabad and IAS, Toulouse, France. He has got vast experience of working for more than 34 years in private and public sector industries. He has proven his credentials during working at L & T, Mumbai prior to joining Hindustan Aeronautics Ltd, Koraput Division in 2004.

He was pivotal in establishment of facilities for manufacturing & productionization of AL-31FP engine of Su-30MKI fighter aircraft. During his tenure in HAL, he established the critical facilities for special processes like Manned Chamber Welding, Electron Beam Welding, Plasma Coating, Isothermal Forming, Super Plastic Forming etc. used in manufacturing of AL-31FP engine.

He is a renowned hard core engineering professional having in-depth knowledge of world class manufacturing technologies. He has proven expertise to drive growth, improve operations and implement strategic initiatives for enhancing the production. He has played a significant role in conclusion of 240 number of AL-31FP and 80 number of RD-33 engine contract with IAF / MoD. With expertise in project management and thrust on Indigenization of aerospace materials, he has led Sukhoi Engine Division, Koraput to greater heights.
Before taking charge of Chief Executive Officer (MiG Complex), he held the position of Executive Director, Aircraft Manufacturing Division, HAL Nasik. Under his able leadership, 3rd line of LCA MK1A and 2nd line of HTT-40 Basic trainer Aircarft were operationalized and dedicated to Nation.

He has been instrumental in enhancing the involvement of more number of private players in defense manufacturing to enhance the Public Private Participation (PPP) model, which will go a long way in realisation of dream of Self sustainance and “Atmanirbhar Bharat”.
